The selection of an Elemental's Rider is an ancient tradition, dating back thousands of years in history. In order to understand how in the world an Elemental can narrow down the choice of billions of people on two separate realms to select a specific chosen, the creation of these realms themselves must be examined.
Once, the dragon realm, human realm and elf realm all were one. There were copious amounts of magic, anything and everything deeply connected with its existence. However, magic is an unstable thing. There was a surge of it powerful enough toe overcharge the realm and split it into three. With one realm acting as a bridge between the two others, all the different realms adjusted to their own unique characteristics. The dragon realm concentrated the aspects of magic, eventually manifesting into a dragon form, the Elementals. The humanoids that resided in the other realms evolved separately into two major species, the humans and the elves.
In spite of the dragon realm being the hub for magic, traces of elemental energy could be found in all living things. Though no where near as prevalent as in the other two realms, this still applied to even the human realm. Each creature has a balance of all ten of the elements inside of them in a fixed, but generally random rate. With Creations, they are made directly from an Elemental, leaving them to be purely composed of a single element since the banning of their offspring.
As a result, these are the only "pure" elements that can be found. Many other creatures have a little bit of everything inside of them, all low percentages and nothing sticking out. Occasionally, however, there will be a greater imbalance, and these humanoids will have a particularly strong concentration of one single element. Generally this number may not exceed maybe forty percent of one element, but it is enough to bring about an ancient connection back to its original element, and thus to the respective Elemental.
This connection between elements happens with very few people, and it does not necessarily have a huge impact on their individual lives unless they are selected as a Rider to be brought back to the dragon realm. Elementals have a particular pull to their respective element, which they can easily tune out. However, if they concentrate, their very essence can draw them into another realm. The stronger the elemental presence, the closer they are to the precise spot where the humanoid is located, but generally an Elemental will have to do quite a bit of searching until they can find the one they are looking for.
Creations technically have this same connection to the other realms, but they generally do not have the endurance to jump between realms. Any attempt will kill them, which is part of the reason for them being forbidden from doing so. Sons and Daughters will be able to make the jump, but it is more difficult for them than their parents and can be very taxing - a genuine test of endurance.
Knowing that their presence will cause nothing but trouble in the human realm, particular, many Elementals will find ways to disguise themselves during this search. If they have no way to make themselves scarce, the Elementals may begin to favor the elf realm, as they are more accustomed to magic and would not make a big fuss of their arrival beyond it being a blessing. If not, they will have to rely on human's cynical nature to not believe in the unnatural unless they see it with their own eyes.
It is essential for an Elemental to find the particular humanoid that drew them in. This is because the same concentration of magic inside of them is what created the Elementals, and the Elementals invented the draconic language. Therefore, the higher percentage of an element, the easier it is for them to attune to the ways of the dragon and learn the language.
There are various reasons why an Elemental may seek out a Rider, be it for companionship or the advantages of a pair of opposable thumbs at their disposal. Regardless, there is a process to this tradition that they discovered over time through trial and error, and now the Elementals have grown rather adept to traveling between realms when they please.
